Since it will take time for the Program established by this Act to develop the project-management experience and project-development capacity needed to fully achieve the Act’s goals, the Secretary shall have the authority to establish reasonable priorities in planning and executing the implementation of this Act, provided— the number of jobs created in each community during the startup period is roughly proportionate to the level of unemployment, involuntary part-time employment, and non-labor force participation by persons who want and are available to accept jobs in each community, and the type of jobs created in each community disproportionately favor those individuals and population groups who enjoy the fewest alternative employment opportunities.
