Priority in the award of Employment Opportunity Grants shall be accorded to projects that— provide goods and services, such as childcare, transportation, affordable housing, job training, and peer support, that make it easier for individuals who want to work to do so; or serve areas with the greatest level of economic need, determined for each such area by factors such as— the unemployment rate; the rate of poverty; the number of census tracts in the area with concentrated poverty; the level of median income in the area; the percentage of residential units in the area that appear to have been abandoned; the percentage of homes in the area that are in foreclosure; and indicators of poor resident health, including high rates of chronic disease, infant mortality, and low life expectancy.
