Section 2(a) of the Mineral Leasing Act ( 30 U.S.C. 201(a) ) (as amended by section 2(2)) is amended by adding at the end the following:— If the Secretary uses an independent consultant in evaluating a lease sale, the independent consultant shall be subject to a nondisclosure agreement and any other confidentiality requirements the Secretary determines necessary. .
