The heads of the Federal departments and agencies engaged in the grant application design and review process under section 4(c)(3) shall— catalog all existing (as of the day of the cataloging) programs related to workforce development activities or economic development activities; and ensure that the activities authorized under this Act are implemented in a manner that is coordinated with the programs identified under paragraph (1).
