The Secretary may reserve not more than 5 percent of the funds available to make grants under this Act for each fiscal year to— provide technical assistance for eligible entities, either directly through an appropriate Federal department or agency or through a contract with an appropriate expert organization; and disseminate information on best practices relating to the activities carried out under this Act.
