The Secretary shall establish a facility, to be known as the Federal Statistical Research Data Center , in San Juan, Puerto Rico. The facility established under subsection
(a)shall serve as both— an office of the International Trade Management Division of the Bureau of the Census; and a research data center of the Bureau of the Census.
