The Secretary, in consultation with the Secretary of the Interior, shall examine and assess the extent to which Indians (as defined in section 4 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5304 )) have been displaced as a result of the construction of the John Day Dam, Oregon, as authorized by section 204 of the Flood Control Act of 1950 (64 Stat. 179, chapter 188). The examination and assessment under subsection
(a)may include assessments relating to housing and related facilities. If the Secretary determines, based on the examination and assessment under subsection (a), that assistance is required, the Secretary may use all existing authorities of the Secretary to provide assistance to Indians that have been displaced as a result of the construction of the John Day Dam, Oregon.
