Section 7454 is amended by adding at the end the following new subsection: In this section, the term compensation includes all compensation earned by employees when performing duties authorized by the Secretary or when the employee is approved to use annual, sick, family medical, military, or court leave or during any other paid absence for which pay is not already regulated. .
