Out of funds of the Treasury not otherwise appropriated, there is appropriated to the Environmental Programs and Management Account of the Environmental Protection Agency $1,100,000 for fiscal year 2018, to remain available until expended, for necessary expenses relating to the consequences of Hurricane Irma and Hurricane Maria, of which— $700,000 is for necessary expenses in Puerto Rico; and $400,000 is for necessary expenses in the Virgin Islands.
