Notwithstanding subsection (d)(4) of section 125 of title 23, United States Code, out of funds of the Treasury not otherwise appropriated, there is appropriated to the emergency fund established under that section $2,122,000,000 for fiscal year 2018, to remain available until expended, for the repair or reconstruction of highways, roads, and trails in Puerto Rico and the Virgin Islands.
