Out of funds of the Treasury not otherwise appropriated, there is appropriated to the Secretary of Transportation $4,500,000,000 for fiscal year 2018, to remain available until expended, of which— $3,000,000,000 shall be made available to carry out the Puerto Rico Highway Program under section 165(b) of title 23, United States Code; and $1,500,000,000 shall be made available to carry out the territorial highway program in the Virgin Islands under section 165(c) of title 23, United States Code.
Section 165(a) of title 23, United States Code, is amended— in paragraph (1), by striking $158,000,000 and inserting $3,158,000,000 ; and in paragraph (2), by striking $42,000,000 and inserting $1,542,000,000 .
