Not later than 270 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the appropriate congressional committees a report on the Department’s development of construction engineers and program management practices, including— an evaluation of the Department’s efforts to— recruit qualified construction engineers; improve the skills of its construction engineers, especially in the area of project management; and rate the performance of its construction engineers, especially during their assignments as project directors of new embassy compounds or new consulate compounds; an evaluation of the Department’s implementation of the Program Management Improvement Accountability Act of 2016; and recommendations stemming from the evaluations conducted pursuant to paragraphs
(1)and (2).
