Not later than 2 years after the date of the enactment of this Act, the Access Board, in consultation with the Secretary, shall— conduct a study to determine the ways in which individuals with significant disabilities who use wheelchairs, including power wheelchairs, can be accommodated on board aircraft through in-cabin wheelchair restraint systems; issue minimum guidelines for such systems; and submit to Congress a report on the study. Not later than 180 days after completing the study required by subsection (a), the Secretary shall prescribe regulations consistent with the findings of the study and minimum guidelines issued by the Access Board under subsection (a)(2).
