In addition to amounts appropriated under the heading Children and Families Services Programs under the heading Administration for Children and Families , there is appropriated $10,000,000 for purposes of carrying out title I of the Child Abuse Prevention and Treatment Act. Notwithstanding any other provision of this Act, the total amount appropriated under the heading Children and Families Services Programs is hereby reduced by $10,000,000.
