Of the funds appropriated under the heading Office of the Director under the heading National Institutes of Health , $5,000,000 shall be transferred to and merged with the appropriation for the Office of the Inspector General for oversight of grant programs and operations of the National Institutes of Health, including agency efforts to ensure the integrity of its grant application evaluation and selection processes, and shall be in addition to funds otherwise made available for oversight of the National Institutes of Health: , That funds may be transferred from one specified activity to another with 15 days prior approval of the Committees of Appropriations of the House of Representatives and the Senate:
Provided , That the Inspector General shall consult with the House and Senate Committees on Appropriations before submitting to the Committees an audit plan for fiscal years 2019 and 2020 no later than 30 days after the date of enactment of this Act. Provided further
