Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall develop a means to track and monitor information on— the age and amount of debts of persons to the United States by virtue of the persons' participation in a benefits program administered by the Secretary of Veterans Affairs; whether such debts may be the result of delays in Department of Veterans Affairs processing of changes to beneficiary status or other actions of the Department; and whether such debts are disputed by such persons.
The Department should also be required to submit a report to congress no later than 90 days after development of the tracking means (so, 270 days after enactment).
