Sec. 218. Plan for elimination or transfer of the Strategic Capabilities Office of the Department of Defense

Not later than March 1, 2019, the Secretary of Defense, acting through the Under Secretary of Defense for Research and Engineering, shall submit to the congressional defense committees a plan— to eliminate the Strategic Capabilities Office of the Department of Defense by not later than October 1, 2020; or to transfer the functions of the Strategic Capabilities Office to another organization or element of the Department by not later than October 1, 2020. The plan required under subsection
(a)shall include the following: A timeline for the potential elimination or transfer of the activities, functions, programs, plans, and resources of the Strategic Capabilities Office. A strategy for mitigating risk to the programs of the Strategic Capabilities Office while the elimination or transfer is carried out. A strategy for implementing the lessons learned and best practices of the Strategic Capabilities Office across the organizations and elements of the Department of Defense to promote enterprise-wide innovation. The plan required under subsection
(a)shall be submitted in unclassified form, but may include a classified annex.
