Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2019 for the Department of Defense for High Energy Laser Advanced Technology (PE 0603924D8Z), not more than 50 percent may be obligated or expended until the date on which the Secretary of Defense submits to the congressional defense committees— a logical roadmap and detailed assessment of the high energy laser programs of the Department of Defense; and a justification for the $33,533,000 of increased funding for high energy laser programs authorized in the National Defense Authorization Act for Fiscal Year 2018 ( Public Law 115–91 ). The limitation in subsection
(a)shall not be construed to apply to any other high energy laser program of the Department of Defense other than the program element specified in such subsection.
