The Administrator shall develop and implement a plan to more effectively and efficiently, taking into account NASA’s spectrum requirements, share electromagnetic spectrum assigned to NASA with United States nongovernmental entities operating or proposing to operate space objects. Not later than 180 days after the date of enactment of this Act, the Administrator shall submit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report on the plan developed under subsection (a).
