No funds may be obligated or expended by the Administrator for purposes of carrying out a Bureau of Industry and Security survey of the United States aerospace industrial base until the date that is 30 days after the date on which the Administrator submits to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a written notification that includes— the proposed subject matter of such survey; a description of the information to be required of survey respondents; and any penalties proposed to be assessed by the Federal Government against respondents for noncompliance with survey requirements.
