Sec. 106. Funding for VA Care in the Community Program

All amounts required to carry out the VA Care in the Community Program and Veterans Care Agreements under section 1703B of title 38, United States Code, shall be derived from the Veterans Health Administration, Medical Community Care account. Any unobligated amounts in the Veterans Choice Fund under section 802 of the Veterans Access, Choice, and Accountability Act of 2014 ( Public Law 113–146 ; 38 U.S.C. 1701 note) shall be transferred to the Veterans Health Administration, Medical Community Care account on the later of the following dates:
The date that is one year after the date of the enactment of this Act. The date on which the Secretary of Veterans Affairs submits to the Committees on Veterans’ Affairs of the Senate and the House of Representatives the certification required by section 107(c). Effective immediately following the transfer of amounts under paragraph (1), section 802 of the Veterans Access, Choice, and Accountability Act of 2014 ( Public Law 113–146 ; 38 U.S.C. 1701 note) is repealed. Section 4003 of the Surface Transportation and Veterans Health Care Choice Improvement Act of 2015 ( Public Law 114–41 ; 38 U.S.C. 1701 note) is amended by striking for non-Department provider programs (as defined in section 2(d)) and all that follows through 1802) and inserting the following: for the VA Care in the Community Program (as defined in section 1701(12) of title 38, United States Code) and Veterans Care Agreements under section 1703B of title 38, United States Code .
In this section, the term VA Care in the Community Program has the meaning given that term in section 1701(12) of title 38, United States Code, as added by section 102.
