Not later than 6 months after the date of enactment of this Act, the Secretary of Transportation shall— study and publicize for comment a cost-benefit analysis to air carriers and consumers of changing the baggage reporting requirements of section 234.6 of title 14, Code of Federal Regulations, before the implementation of such requirements; and submit a report on the findings of the cost-benefit analysis to the appropriate committees of the House of Representatives and the Senate.
