Except as provided in subsection (b), the Secretary of the Air Force may not use any funds or resources to carry out the rehabilitation of the Over-the-Horizon Backscatter Radar Station on Modoc National Forest land in Modoc County, California. Notwithstanding subsection (a), the Secretary may use funds and resources to maintain the perimeter fence surrounding the Over-the-Horizon Backscatter Radar Station.
