Section 157 of the National Defense Authorization Act for Fiscal Year 2013 ( Public Law 112–239 ; 126 Stat. 1667) is amended— by amending subsection
(b)to read as follows: The Secretary of Defense shall— ensure that any solicitation issued for a Common Data Link described in subsection (a), regardless of whether the solicitation is issued by a military department or a contractor with respect to a subcontract— conforms to a Department of Defense specification standard, including interfaces and waveforms, existing as of the date of the solicitation; and does not include any proprietary or undocumented waveforms or control interfaces or data interfaces as a requirement or criterion for evaluation; and notify the congressional defense committees not later than 15 days after issuing a solicitation for a Common Data Link to be sunset (CDL-TBS) waveform. ; and in subsection (c), in the matter preceding paragraph (1)— by striking Under Secretary of Defense for Acquisition, Technology, and Logistics and inserting Deputy Secretary of Defense ; by striking Under Secretary and inserting Deputy Secretary of Defense ; and by inserting before October 1, 2023 after committees .
