Effective as of October 1, 2017, paragraph
(1)of section 114(c) of title 10, United States Code, is amended by striking $2,500,000,000 and inserting $2,000,000,000 . Such section is further amended— in paragraph (1), by striking The size and inserting Except as provided in paragraph (3), the size ; and in paragraph (3), by striking Of the amount available in the Special Defense Acquisition Fund in any fiscal year after fiscal year 2016, $500,000,000 and inserting The size of the Special Defense Acquisition Fund in any fiscal year after fiscal year 2017 may exceed the dollar amount limitation described in paragraph
(1)by an amount not to exceed $500,000,000 and such excess amount .
