Subsection
(a)of section 2371b of title 10, United States Code, is amended— by striking
(1)Subject and inserting Subject ; and by striking paragraphs
(2)and (3). Subsection (d)(1) of such section is amended by striking subparagraph
(C)and inserting the following new subparagraph: At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government. . Subsection (f)(1) of such section is amended by adding at the end the following: A transaction includes all individual prototype sub-projects awarded under the transaction to a consortium of United States industry and academic institutions. .
