Section 1543 of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 3293 ) is amended— in subsection (c)— in paragraph (1), by inserting (which may include agricultural extension services) after systems ; and in paragraph (2)— by striking enhance trade and inserting the following: enhance— trade ; in subparagraph
(A)(as so designated) by striking the period at the end and inserting ; or ; and by adding at the end the following: linkages between agricultural interests in the United States and regulatory systems governing sanitary and phytosanitary standards for agricultural products that— may enter the United States; and may pose risks to human, animal, or plant life or health. ; and in subsection (f)— in paragraph (1), by striking $3,000,000 and inserting $4,000,000 ; in paragraph (2), by striking $2,000,000 and inserting $3,000,000 ; and in paragraph (3), by striking $5,000,000 and inserting $6,000,000 .
