Section 11 of the Water Bank Act ( 16 U.S.C. 1310 ) is amended— in the first sentence, by striking without fiscal year and all that follows through necessary and inserting $5,000,000 for each of fiscal years 2019 through 2023, to remain available until expended, ; and by striking the second sentence.
