Section 456 of the Higher Education Act of 1965 ( 20 U.S.C. 1087f ), as amended by section 5, is further amended by adding at the end the following: The Secretary shall establish a program that allows a borrower of a loan made under this part after the date of enactment of the Student Loan Borrower Bill of Rights to switch from the assigned servicer of such loan to a new servicer based on a random reassignment by the Secretary. .
