The United States Trade Representative shall— seek to identify the extent to which countries that are members of the World Trade Organization and are not parties to the Arrangement on Officially Supported Export Credits of the Organisation for Economic Co-operation and Development are in compliance with the terms of the Agreement on Subsidies and Countervailing Measures referred to in section 101(d)(12) of the Uruguay Round Agreements Act ( 19 U.S.C. 3511(d)(12) ) with respect to export finance; and seek appropriate action within the World Trade Organization for each country that is not in compliance with the terms of that Agreement.
