Section 603(i)(1) of the Federal Water Pollution Control Act ( 33 U.S.C. 1383 ) is amended— in the matter preceding subparagraph
(A)by striking to a municipality or intermunicipal, interstate, or State agency and inserting to an eligible recipient ; and in subparagraph (A), in the matter preceding clause (i), by inserting in assistance to a municipality or intermunicipal, interstate, or State agency before to benefit .
