Subpart 3 of part B of title IV of the Social Security Act ( 42 U.S.C. 629m et seq. ) is amended by adding at the end the following: For any fiscal year beginning after September 30, 2015, no Federal payment or reimbursement shall be made to a State under subpart 1 or 2 of this part from Federal funds made available through an authorization of appropriations for a fiscal year unless the payment or reimbursement is for State expenditures for evidence-based child welfare programs or services provided under such programs. .
