The Secretary of Health and Human Services (referred to in this section as the Secretary ) shall enter into a contract with the Institute of Medicine under which the Institute shall conduct a study and submit to the Secretary a report on evidence-based best practices and innovations for fostering safe and stable families, including implementing mentoring programs. The Secretary shall make such report publically available. The Secretary shall award grants to eligible entities to enable such entities to carry out programs and activities to implement the best practices and innovations identified in the report submitted under subsection (a).
To be eligible to receive a grant under paragraph (1), an entity shall— be a State or local government, a federally recognized Indian tribe, or an institute of higher education; and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require. An entity shall use amounts received under a grant under this subsection to implement programs and activities described in the application submitted by the entity under paragraph (2)(B).
There is authorized to be appropriated to carry out this section, such sums as may be necessary for each of fiscal years 2016 through 2020.
