Sec. 101. President's Commission on Children

There is established the President's Commission on Children (referred to in this section as the Commission ). The Commission shall be composed of 20 members to be appointed by the President, by and with the advice and consent of the Senate, of which— at least one member shall be a representative of businesses; at least one member shall be a representative of public entities with expertise in child health and welfare; at least one member shall be a representative of private entities with expertise in child health and welfare; at least one member shall be a representative of nonprofit entities with expertise in child health and welfare; and at least one member shall be a representative of child advocacy groups.
The appointments of the members of the Commission shall be made not later than 6 months after the date of enactment of this Act. Members shall be appointed for a term of 4 years, except that of the initial members, 10 such members shall be appointed for a term of 2 years. Any vacancy in the Commission shall not affect its powers, but shall be filled in the same manner as the original appointment. Members may be reappointed. Not later than 30 days after the date on which all members of the Commission have been appointed, the Commission shall hold its first meeting.
The Commission shall meet at the call of the Chairperson. A majority of the members of the Commission shall constitute a quorum, but a lesser number of members may hold hearings. The Commission shall select a Chairperson and Vice Chairperson from among its members. The Commission shall— identify interventions to spur innovation to improve national child well-being outcomes, including— evaluating the remuneration of professions responsible for children, including medical, education, and caretaker professionals; and evaluating the developmental model of Federal child health, education, and welfare programs; prioritize Federal partnerships and Federal collaboration with other entities to improve children health, education, and welfare, including— identifying Federal programs that should require cross-sector collaboration for funding; identifying cross-training opportunities in federally funded programs; and expanding collaboration among Federal departments and agencies, including with respect to— programs established under the Child Abuse Prevention and Treatment Act ( 42 U.S.C. 5101 et seq. ); and the early and periodic screening, diagnostic, and treatment program established under title XIX of the Social Security Act ( 42 U.S.C. 1396 et seq. ); prioritize the sustainability and long-term success of Federal child health, education, and welfare programs, including through providing incentives for State foundations to provide leadership and identify available resources; identify and provide advice of where and how to streamline and coordinate Federal child health, education, and welfare programs, services, and eligibility (as appropriate), including— identifying gaps across such programs (by age and time of year); identifying child-related areas of high risk to better target limited resources; and identifying Federal program where auto-enrollment of children would be appropriate; provide for the conduct of a decennial White House Conference on Improving the Status of Children, such initial conference to be conducted not later than 3 years after the date of enactment of this Act; submit the reports described in paragraph (2); and carry out such other activities as the President or Commission determine appropriate.
Not later than 2 years after the date of enactment of this Act, and biennially thereafter, the Commission shall submit to the President and the appropriate committees of Congress, a report concerning the activities of the Commission under subsection (c), including the recommendations and accomplishments of the Commission during the period for which the report is being submitted. Not later than December 31, 2017, the Commission, in consultation with the Surgeon General, shall submit to the President and the appropriate committees of Congress, a report on improving the health of children.
The Commission, in consultation and conjunction with the Office of Management and Budget, shall biannually submit to the President and the appropriate committees of Congress, an assessment of the overall impact of the Federal budget on children, including an assessment of the impact of the Federal budget on child well-being. Each member of the Commission who is not an officer or employee of the Federal Government shall be compensated at a rate equal to the daily equivalent of the annual rate of basic pay prescribed for level IV of the Executive Schedule under section 5315 of title 5, United States Code, for each day (including travel time) during which such member is engaged in the performance of the duties of the Commission.
All members of the Commission who are officers or employees of the United States shall serve without compensation in addition to that received for their services as officers or employees of the United States. The members of the Commission shall be allowed travel expenses, including per diem in lieu of subsistence, at rates authorized for employees of agencies under subchapter I of chapter 57 of title 5, United States Code, while away from their homes or regular places of business in the performance of services for the Commission.
Any Federal Government employee may be detailed to the Commission without reimbursement, and such detail shall be without interruption or loss of civil service status or privilege. The Chairman of the Commission may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, at rates for individuals which do not exceed the daily equivalent of the annual rate of basic pay prescribed for level V of the Executive Schedule under section 5316 of such title.
There are authorized to be appropriated such sums as may be necessary to carry out this section.
