In applying this title, the Secretary concerned may not carry out any salvage operation or reforestation activity on National Forest System land or public land— that is included in the National Wilderness Preservation System; except as provided in subsection (b), that is located within an inventoried roadless area; or on which timber harvesting for any purpose is prohibited by law. Notwithstanding subsection (a)(2), the Secretary may carry out a reforestation activity on National Forest System land or public land that is located within an inventoried roadless area if the reforestation activity is consistent with the applicable forest plan.
