Section 2304c(e) of title 10, United States Code, is amended— by redesignating paragraph
(2)as paragraph (3); and by inserting after paragraph
(1)the following new paragraph: A protest is not authorized in connection with the issuance or proposed issuance of a task or delivery order if the Secretary of Defense determines that a task and delivery order ombudsman responsible for reviewing complaints related to task and delivery order contracts of the issuing agency has been appointed or designated pursuant to subsection
(f)and a process for reviewing such complaints has been established. .
