Sec. 1603. Long-term strategy on electromagnetic spectrum for warfare

Not later than February 28, 2017, the Commander of the United States Strategic Command shall submit to the Committees on Armed Services of the Senate and the House of Representatives a strategy for the Department of Defense for the availability, use, and protection of electromagnetic spectrum for warfare during the 10-year period beginning on the date of the submittal of the strategy. The strategy required by subsection
(a)shall include the following: A description of the current intelligence and threat environment for electromagnetic spectrum for warfare. An assessment of the interoperability among the Agencies, components, elements, and forces of the Department needed to carry out the strategy, and a plan to remedy any shortfalls identified by the assessment. A plan for developing and maintaining the capability to conduct large-scale simulated exercises involving spectrum with near peer competitors. A plan to address meaningful capability gaps in providing electromagnetic spectrum for warfare for ground, air, and space layers not currently addressed by any element of the Department.
