In this Act: The term appropriate committees of Congress means— the Committee of Foreign Relations, the Committee on Armed Services, and the Committee on Appropriations of the Senate; and the Committee of Foreign Affairs, the Committee on Armed Services, and the Committee on Appropriations of the House of Representatives. The term incremental expenses — means the reasonable and proper cost of the goods and services that are consumed by a country as a direct result of that country’s participation in training under the authority of this section, including rations, fuel, training ammunition, and transportation; and does not include pay, allowances, and other normal costs of a country’s personnel.
The term other security forces includes national security forces that conduct maritime security, but does not include self-described militias and paramilitary organizations.
