Section 1452(a)(2) of the Safe Drinking Water Act ( 42 U.S.C. 300j–12(a)(2) ) is amended— by designating the first, second, third, fourth, and fifth sentences as subparagraphs (A), (B), (D), (E), and (F), respectively; in subparagraph

(B)(as designated by paragraph (1))— by striking (not and inserting (including expenditures for planning, design, and associated preconstruction activities, including activities relating to the siting of the facility, but not ; and by inserting before the period at the end the following: or to replace or rehabilitate aging treatment, storage, or distribution facilities of public water systems or provide for capital projects (excluding any expenditure for operations and maintenance) to upgrade the security of public water systems ; and by inserting after subparagraph

(B)(as designated by paragraph (1)) the following: Funds may also be used by a public water system as a source of revenue (restricted solely to interest earnings of the applicable State loan fund) or security for payment of the principal and interest on revenue or general obligation bonds issued by the State to provide matching funds under subsection (e), if the proceeds of the sale of the bonds will be deposited in the State loan fund. .
