It is the sense of Congress that the United States should— closely cooperate with the European Union as the European Union develops and implements its new program to store information on passengers traveling on commercial air carriers in and out of the European Union; and encourage the dissemination of such information within the European Union and the United States for law enforcement and national security purposes.
