Of the unobligated balances, including recaptures and carryover, remaining from funds appropriated to the Department of Housing and Urban Development under the heading General and Special Risk Program Account , and for the cost of guaranteed notes and other obligations under the heading Native American Housing Block Grants , $12,000,000 is hereby rescinded. All unobligated balances, including recaptures and carryover, remaining from funds appropriated to the Department of Housing and Urban Development under the headings Rural Housing and Economic Development , and Homeownership and Opportunity for People Everywhere Grants are hereby rescinded.
