Section 604(e) of the Healthy Forests Restoration Act of 2003 ( 16 U.S.C. 6591c(e) ) is amended— in paragraph (2)(B), by inserting subject to paragraph (3)(A), before shall ; and in paragraph (3)(A), by striking services received by the Chief or the Director and all that follows through the period at the end and inserting the following: services and in-kind resources received by the Chief or the Director under a stewardship contract project conducted under this section shall not be considered monies received from the National Forest System or the public lands, but any payments made by the contractor to the Chief or Director under the project shall be considered monies received from the National Forest System or the public lands. .
