Not later than 90 days after the date of the enactment of this Act, the Secretary shall submit a report to the appropriate congressional committees that includes— an assessment of the support provided by the United States to the people of Venezuela in their aspiration to live under conditions of peace and representative democracy (as defined by the Inter-American Democratic Charter of the Organization of American States, done at Lima September 11, 2001); an assessment of work carried out by the United States, in cooperation with the other member states of the Organization of American States and countries of the European Union, to ensure— the peaceful resolution of the current political situation in Venezuela; and the immediate cessation of violence against antigovernment protestors; a list of the government and security officials in Venezuela who— are responsible for, or complicit in, the use of force in relation to antigovernment protests and similar acts of violence; and have had their financial assets in the United States frozen or been placed on a visa ban by the United States; and an assessment of United States support for the development of democratic political processes and independent civil society in Venezuela.
