Section 3(c) of the Export-Import Bank Act of 1945 ( 12 U.S.C. 635a(c) ) is amended by redesignating paragraph
(10)as paragraph
(11)and inserting after paragraph
(9)the following: The Comptroller General of the United States shall, before the end of the 1-year period beginning on the date of the enactment of this paragraph and each year thereafter, carry out an audit of the Bank’s loan, guarantee, insurance, and credit programs. At the completion of each audit required under subparagraph (A), the Comptroller General shall issue a report to the Bank and the Congress containing— all findings and determinations made in carrying out the audit; and any recommendations that the Comptroller General may have— to assist the Bank in fulfilling the accounting and reporting responsibilities of the Bank; to ensure that the Bank has adequate administrative and financial controls; and with respect to procedures for the internal audit functions of, and the use of independent accountants by the Bank. .
