Section 8 of the Export-Import Bank Act of 1945 ( 12 U.S.C. 635g ), as amended by section 103 of this Act, is amended by adding at the end the following: The Board of Directors of the Bank, in consultation with Congress, the President, and the Secretary of State, shall develop recommendations annually regarding the countries with whom and in which the Bank should not be doing business, and the Bank shall include the recommendations in its annual report to the Congress under subsection (a). .
