Chapter 2 of title II of the Immigration and Nationality Act ( 8 U.S.C. 1181 et seq. ) is amended by adding at the end the following: Notwithstanding any other provision of this Act, no visa may be issued under this Act unless the Secretary of Homeland Security, in coordination with the Secretary of State, submits to Congress a certification that the issuance of such visa would not result in a threat to the security of the United States. .
