The Comptroller General of the United States shall conduct a study to analyze alternative models for managing the Inland Waterways Trust Fund, including the management of— project schedules for projects receiving assistance from the fund; and expenditures from the fund. In conducting the study, the Comptroller General shall examine, at a minimum, the costs and benefits of transferring management of the fund to a not-for-profit corporation or government-owned corporation. In assessing costs and benefits under subsection (b), the Comptroller General shall consider, among other factors— the benefits to the taxpayer; the impact on project delivery; and the impact on jobs.
Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit to Congress a report on the results of the study.
