The Secretary shall conduct a comprehensive study on the flood risks for vulnerable coastal populations in areas within the boundaries of the South Atlantic Division of the Corps of Engineers. In carrying out the study, the Secretary shall identify— activities that warrant additional analysis by the Corps of Engineers; and institutional and other barriers to providing protection to the vulnerable coastal populations. The Secretary shall conduct the study in coordination with appropriate Federal agencies and State, local, and tribal entities to ensure consistency with related plans. There is authorized to be appropriated $6,000,000 to carry out this section.
