Sec. 1037. Comprehensive strategy for detention of certain individuals

Not later than July 19, 2017, the Secretary of Defense shall, in consultation with the Attorney General and the Director of National Intelligence, submit to the appropriate congressional committees a report setting forth the details of a comprehensive strategy for the detention of current and future individuals captured and held pursuant to the Authorization for Use of Military Force ( Public Law 107–40 ) pending the end of hostilities. The comprehensive detention strategy required by subsection
(a)shall contain the following: A policy and plan applicable to individuals lawfully detained under the effective control of the United States. A description of how intelligence information is currently gathered from individuals captured in theaters of combat operation. A plan for the disposition of individuals captured in the future. A description of how the United States will acquire intelligence information in the future. A plan for the disposition of individuals held pursuant to the Authorization for Use of Military Force who are currently detained at the United States Naval Base, Guantanamo Bay, Cuba. The comprehensive detention strategy required under subsection
(b)shall be submitted in unclassified form, but may include a classified annex. In this section, the term appropriate congressional committees means— the congressional defense committees; the Permanent Select Committee on Intelligence of the House of Representatives and the Select Committee on Intelligence of the Senate; and the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.
