The Secretary of Health and Human Services and the Secretary of Education shall organize a national awareness campaign involving public health organizations, advocacy groups for persons with serious mental illness or serious emotional disturbance, and social media companies to assist secondary school students and postsecondary students in— reducing the stigma associated with serious mental illness and serious emotional disturbance; understanding how to assist an individual who is demonstrating signs of a serious mental illness or serious emotional disturbance; and understanding the importance of seeking treatment from a physician, clinical psychologist, psychiatric nurse practitioner, or licensed mental health professional when a student believes the student may be suffering from a serious mental illness, serious emotional disturbance, or behavioral health disorder.
The Secretary of Health and Human Services shall evaluate the program under subsection
(a)on public health to determine whether the program has made an impact on public health, such as reducing mortality rates of persons with serious mental illness or serious emotional disturbance, the prevalence of serious mental illness and serious emotional disturbance, physician and clinical psychological visits, and emergency room visits for psychiatric services. For purposes of this section, the term secondary school has the meaning given the term in section 9101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). To carry out this section, there is authorized to be appropriated $1,000,000 for each of fiscal years 2017 through 2021.
